Particulars of its Organization, functions and duties
National Council for Promotion of Urdu
Language (NCPUL) was established as an autonomous body under the Ministry of
Human Resource Development, Department of Education, Government of India and
started its academic and administrative operations
during IX Plan w.e.f. 01.04.1996. NCPUL
was declared as national Nodal Agency for promotion of Urdu in the country and
recognized as an important autonomous organization of Ministry of Human
Resource Development, Government of
NCPUL has also been assigned the additional responsibility of promotion
of Arabic & Persian languages which have played an important role in the
development of composite culture of
The broad objectives of the Council are as under :-
1) to promote, develop
and propagate Urdu language.
2)
to take action for making available in Urdu
language, the knowledge of scientific and technological development as well as
knowledge of ideas evolved in the modern context.
3)
to advise the Government of
4)
to undertake any other activity for the promotion
of Urdu language as may be deemed fit by the Council.
FUNCTIONS & DUTIES
The functions of the Council shall be :
1)
to undertake
production of literature in Urdu language including books on Science and other
branches of modern knowledge, children’s literature text-books, reference
works, encyclopaedia, dictionaries, etc.
2)
to collect
and evolve technical terms relating to various disciplines of knowledge to
enrich Urdu language.
3)
to
undertake and provide for publication of journals and periodicals in
furtherance of its objects.
4)
to
arrange for the sale of publications and their exhibitions in the country and
outside the country on appropriate occasions.
5)
to
promote Urdu Typewriting & shorthand.
6)
to help
in development of computerization with a view to develop Urdu language to meet
with the advanced technological requirements of the age.
7)
to
formulate/implement schemes and projects for learning of Urdu language through
the medium of English and Hind and other Modern Indian Languages including
teaching through correspondence course.
8)
to liaise
with State Governments and other agencies in matters relating to promoting and
development of Urdu language.
9)
to
provide financial assistance and guidance to Non-Government Organizations for
propagation of Urdu language.
10)
to
co-ordinate the activities of State Urdu Academies.
11)
to
subscribe to or become a member of or to co-operate with any other association
or institute whose objects are similar.
12)
to obtain
or accept subscriptions, donations, grants, gifts, devices, bequest and trusts
form any person, Corporation or Institution in furtherance of the objectives of
the Society;
13)
to sell,
manage, transfer, exchange, mortgage, demise, dispose of or otherwise deal with
any property, belonging to the Council, provided, however, that no immovable
property of the Council shall be transferred or disposed of in any manner
whatsoever without prior approval of the Central Government;
14)
to borrow
and raise moneys with or without security or on the security of a mortgage,
charge or hypothecate or pledge over all or any of the properties belonging to
the Council.
15)
to invest
and deal with any moneys of the Council not immediately required for any of its
objects in such manner as may be determined from time to time by the council;
16)
to draw,
make, accept, endorse and discount cheques, notes and/or other negotiable
instruments;
17)
to make
rules and bye- laws for the conduct of the affairs of the Council, and to
amend, vary or rescind them from time to time with the concurrence of the
Central Government;
18)
to
maintain a fund to which shall be credited:
(a)
all
moneys provided by the Central Government:
(b)
all fees
and other charges received by the Council.
(c)
all
moneys received by the Council by way of grants, gifts, donations,
benefactions, bequests or transfers;
(d)
all
moneys received by the Council in any other manner or from any other source.
19)
to
deposit all moneys credited to the fund in such banks or to invest in such a
manner as the Council may, with prior approval of the Central Government
decide;
20)
to
acquire by gift, purchase, exchange, lease or otherwise whatsoever any land,
buildings and property and to deal with the properties belonging to or vested
in the Council in such manner as the Council may deem fit for the furtherance
of all or any of its objects;
21)
to meet
the expenses of the Council including expenses incurred in the exercise of its
powers and discharge of its functions out of its own funds;
22)
to
maintain proper accounts and other relevant records and prepare an annual
statement of accounts including the balance sheet in such form as may be
prescribed by the Central Government.
23)
to submit
annually to the Central Government annual report of its activities and the
accounts of the Council certified in the manner that may be prescribed by the
Central Government;
24)
to
constitute sub-committees or committees as it may deem fit;
25)
to
undertake such other activities as may be conducive to the aforesaid objects of
the society;
Main Activities
Ø
Languages
can flourish only when these are linked to new technology. With this in view
NCPUL launched one year course “Diploma in Computer Applications and
Multilingual DTP” in 1999. This significant initiative of NCPUL is aimed at
transformation of Urdu speakers into productive human resource and making them
part of the employable technological work force in the emerging Information
Technology scenario and penetration of computer education to grass root level
of Urdu speaking areas. This initiative has created desired impact and highly
employable medium level professionals as DTP Operators, Visual Designers, Data
Entry Operators, Accounts Operators and Programmers are being produced by the
NCPUL Centres across the country. So far Council has established 184 Computer
Application and Multilingual DTP Centres

Council
has been working for development of Urdu Software in collaboration with C-DAC,
Pune and is expecting to produce Urdu software compatible with internet
requirement by next financial year.
2. Calligraphy and Graphic Design
Training Centres :
Ø Calligraphy and Decorative Calligraphy is our rich heritage. In order to
preserve and promote this beautiful art in the contemporary world of art, NCPUL
has established Calligraphy and Graphic Design Training Centres. In order to
give enriching addition to education in the centers and with a view to give
exposure to graphic designing and applied art, Council launched two years
diploma course “Diploma in Calligraphy and Graphic Design”. The new orientation
has been given to these centers to enable the product of these centers to
become qualified designers, visualisers and professionals who could compete
with the product of other similar institutes and match the market demand and
also create entrepreneurship. With these steps a new dimension has been given
to the preservation of the art of calligraphy and new avenues of professional
employment and entrepreneurship created.
3. School Education :
Ø One of the
important objectives of NCPUL is to supply educational and technological inputs
to Urdu medium stream so as it corresponds to national standards and national
objectives. The most important task in school education is the production of
quality text books and making available at the threshold of the academic
session. Programme of Action 1992 and National Policy on Education 1986 laid
special emphasis on production of text books for primary and secondary classes
on priority basis. Council has been assisting NCERT in translating the text
books into Urdu for past several years. In order to supplement the text books,
Associated Text Books on different subjects like Social Sciences, Biological
Sciences, Physical Sciences and Modern Mathematics for 8, 9 and 10 classes are
being produced under Associated Text Book Project.
Ø
In order
to popularize Urdu language and its script, National Council for Promotion of
Urdu Language launched from April 2001 a six month Certificate Course of Urdu
Script through Hindi and English medium for those who knew Devnagri or Roman
script and wished to learn Urdu script.
This course has now been upgraded to one year Diploma Course. So far 18993 learners (12535 Males and 6458
Females) have been awarded Diplomas.
5. Publications :
Ø NCPUL is the
principal publication house in Urdu of Government of
Council has published so far more than
1200 books. Council also brings out two journals.

6. Book Promotion and Exhibitions :
Ø
Urdu book
promotion is an important activity of NCPUL. NCPUL has organized seven Kul Hind
Urdu Kitab Melas so far, first and second at Lal Qila Ground, Delhi in 2000
& 2001, third at Mumbai in 2002, fourth at Srinagar in 2003, Fifth at
Mumbai in 2004, sixth Kul Urdu Kitab Mela at Hyderabad in Dec. 2004 and seventh
at Lucknow in 2005. In these historic
Kitab melas Urdu publishers and book sellers including Urdu Academies from
different States participated. One exclusive

Conscious
of the outstanding contribution of Urdu Press in freedom struggle and its
important role in social stability, communal harmony and mainstreaming of
minority thought process in post Independent India, National Council for
Promotion of Urdu Language has taken significant initiatives for strengthening
Urdu Press. Council provides financial assistance to small and medium Urdu
newspapers for availing Urdu service of the United News of
Ø
UNI has
upgraded its Teleprinter Service, which could be accessed on computer also
through the help of specially devised software. Efforts are being made to link
the whole country with this system so as Urdu Newspapers of the country reflect
the mainstream thinking on various issues. Presently, 52 Daily Urdu newspapers
are connected to UNI Urdu service.
8. Promotion of Arabic and Persian Languages :
Ø
The role
of classical languages like Persian and Arabic in preserving the cultural
heritage, maintaining social harmony and national unity need not be over
emphasized. Maktabs and Madrasas play a
useful role in imparting general and elementary education to their students. Arabic and Persian is legacy of our culture
and these twin languages have contributed to the enrichment of Indian composite
culture.

A two
year Diploma course in Functional Arabic was launched by the Council in April 2002
for those learners who have a little knowledge of spoken or written Arabic
language. During the last session 6370 students have been registered for this
course.
Ø
The
Non-Governmental Organizations consistently have proved to be very effective in
the propagation and development of Urdu language. One of the benefits of implementing schemes
through NGOs is that they have been able to reach the remotest areas of the
country. Moreover, the NGOs have
established a closer rapport with the masses thereby enjoying a great degree of
credibility. Under various schemes,
NCPUL provides financial assistance to individuals and NGOs i.e. part-time Urdu
teachers to various non-governmental organizations for promotion of Urdu
education, financial support to voluntary organizations/individuals for
publication of manuscripts and bulk purchase of books etc.
